Safety is a top priority at Varkaus Mills and something we develop continuously. Our target is zero accidents, which we can achieve only by following instructions and regulations together.
We expect all safety incidents, unsafe activities as well as order and tidiness are actively addressed to ensure that everyone gets home safely.
We hope that everyone working at the mill will participate in improving safety by addressing unsafe practices ans making safety observations. By continuously developing our practices and finding safer working methods, we can make Varkaus Mill a safer place to work.

Basic competence requirements
- Valid occupational safety card (TTK green safety card, SSG Entry or SSG Contractor Safety)
- Photo ID card with Finnish tax number
- Valid safety inductions: Stora Enso general and Varkaus local (valid for 1 year)
- Valid hot work permit for those performing or supervising hot work
- Work permit in Finland for workers from outside the EU
- Written authorization from the employer and permission from the equipment owner for users of personnel lifts and forklifts
- Driving Stora Enso forklifts is always prohibited!
- Other qualifications according to the task
Work permits
Every job must have a written work permit before starting. The permit is obtained from designated control rooms from a person authorized by Stora Enso.

Life-saving rules
Lifting and tools
- Written lifting plans must be made.
- Written commissioning inspections of vehicle cranes must be completed.
- Daily commissioning inspections of personnel lifts are carried out by the person using the lift. The inspections are recorded, for example, in a notebook, so that they can be proven to have been done before commissioning if necessary.
- The management of the company using the personnel lift grants employees permission to use the lift. The permission is recorded, for example, in a notebook, so that the granting of the permission can be proven if necessary.
- Lifting accessories must be in good condition and inspections must be completed.

Moving in the area
Instructions when moving around at the mill area
1. Traffic in the mill area is limited as much as possible due to heavy transport operations. All traffic in the area requires a permit. Permit can be granted when applying for an access permit at Gate 1.
2. The general speed limit in the mill area is 23-30 km/h, Any exceptions to this are indicated with traffic signs.
3. When moving within the area, general traffic rules must be followed, including awareness of:
- Light traffic (pedestrians, cyclists, cars)
- Heavy lorry traffic (wood raw material, chemical transports, pulp transports)
- Rail traffic (wood and pulp wagons)
- Heavy work machine traffic
- Maintenance and service traffic
4. Stora Enso is not responsible for any damage to vehicles in the mill area.
5. Parking is allowed only in designated areas.
Personal protective equipment
When working at the mill area:
- Helmet with chin strap
- Safety glasses (closed model if necessary)
- Protective gloves
- Hearing protection
- Ankle-supporting safety shoes (S3)
- High-visibility protective clothing EN 471-2 (also when moving in outdoor areas)
- Long-sleeved workwear and protective clothing as needed.
Basic workwear for maintenance, servicing, and installation work:
- Work jacket and/or long-sleeved work shirt and trousers, open overalls combination suit or coveralls. Protective clothing must be worn in such a way that it covers the upper and lower body, arms, and legs.
When handling chemicals, chemical pipelines, and equipment:
- Full face protection, appropriate workwear, and adherence to the safety data sheet instructions.
For electrical work:
- Electrician's workwear and possibly live working protection.
When using a personnel lift:
- Fall protection worn and safety rope connected to prevent falling.
At the wastewater treatment plant:
- At least an FFP3 class respirator.
For gases:
- Full face mask with ABEK-P3 filter.
Preparing for emergency situations
Review in advance how to call for help and the shelter locations. In an emergency, always call 112. Also inform the safety supervisor to arrange guidance for the help to reach +358 400 712 562.
Accident
- The supplier must have sufficient first aid equipment and trained personnel on site.
- If necessary, there are also first aid supplies in workshops and control rooms.
- At the start of the worksite, familiarize yourself with the emergency showers and eye wash stations in the area.
- Accidents and near-miss situations must be reported immediately to Stora Enso's work supervisor and Safety Manager Joel Kanniainen.
Fire
- Hot workers must have with them, in addition to minimum initial extinguishing equipment and protective equipment, at least one 25–39 mm / 20 m fire hose with a 2” claw coupling and a suitable nozzle.
Gas Hazard
- The supplier brings the necessary personal protective equipment and concentration meters to the worksite.
- At the start of the worksite, familiarize yourself with the fire and rescue instructions for the area and the locations of defibrillators in the factory area.
- Damage and safety observations must always be reported to the work supervisor.
Safety goals
- The goal in all activities is zero accidents.
- A lifting plan and a vehicle crane setup inspection are required for demanding lifting tasks.
- A work permit is required for each task.
- A written risk assessment of the work has been completed before starting the work, and it must be present during the execution of the work.
- During the shutdown, safety rounds are scheduled in advance and carried out according to the schedule. Monitoring in shutdown meetings.
- For major shutdowns and other construction work, the developer prepares a written safety document describing the hazards of the work site, to which the supplier responds with their own HSE plan.
Repeated safety violations will result in the person being removed from the mill area for one year.
Being under the influence of substances is prohibited in the mill area.

Safety training
Requirements for working in the mill area
To work in the mill area, you must have completed:
- The occupational safety card (green card issued by TTK, SSG Entre, or SSG Contractor Safety)
- Stora Enso's general safety information
- Varkaus mill's local safety information

Completing the general safety information takes about an hour. Completing the local safety information takes about 10 minutes. Once the information sessions are successfully completed, you will receive a certificate of completion via email. There is no need to send the certificate forward. The completions are valid for one year.
Scaffolding
- Only scaffolding that complies with construction safety regulations should be built, such as stairway access: VNa 205/2009, Chapter 11 (see: Section 64) and Chapter 12 (see: Section 67).
- A signed scaffolding card must be present on the inspected scaffolding.
- The commissioning inspection is carried out by the scaffolding builder and the scaffolding client or their representatives.
- Work at height is carried out using appropriate scaffolding or a personnel lift. Leaning ladders must not be used as a working platform. A-ladders must not be used if the task requires the use of power tools or tools requiring force.
- Before using A-ladders, it must be ensured that the ladder feet rest on a non-compressible and level surface.
Work area demarcation:
- In lifting work, personnel lift work, and other tasks requiring demarcation, sufficient work area boundaries must be established. Suppliers must be equipped with black and yellow marking tape. The information of the company working in the demarcated area must be indicated on a contact information form attached to the boundary.
Tidiness and order
Cleanliness and order are prerequisites for safe work. Upon completion of the work, contractors must remove all temporary structures and scaffolding, installation materials, and waste from the worksite and leave the area in a safe condition.
Waste Management
The worker is responsible for sorting waste and delivering it to collection points. The work is considered complete when the final cleaning of the worksite is done. Hazardous waste must be separated from other materials to prevent safety risks and contamination of other materials. Metal shavings from drilling and similar work must be removed by vacuuming to ensure product safety.

- Must be separated, labeled, and packed appropriately and carefully.
Why sorting is beneficial
- Waste in the wrong place can cause chemical reactions.
- Saves the environment.
- Material can be reused.
- Waste can be processed into energy.
- It is economically sensible.
During shutdowns, sorting points are added as needed, and they are emptied more frequently than usual. The exact location of sorting points will be indicated before the start of work at each site.
If the client has to clean the worksite after the contractor, the cleaning will be billed to the contractor by the client.
Workforce registration procedure, access permits and contractor's obligations
1. Company verification and reporting
The contractor and its subcontractors must demonstrate compliance with contractor liability obligations during procurement by submitting the required documentation to Stora Enso. Notification is done electronically via the Zeroni system.- Companies receive login credentials to Zeroni during procurement if they do not already have them.
- Register your company and subcontractors at Zeroni.
The company must be prepared to prove contractor liability compliance by providing:
- Certificate of registration in the prepayment register, employer register, and VAT register.
- Trade register extract.
- Certificate of tax payment status.
- Proof of pension insurance and payment or a payment agreement for overdue contributions.
- Statement of applicable collective agreement or key employment terms.
- Proof of occupational health care arrangement with a Finnish provider.
- Proof of statutory accident insurance.
- Documents must be submitted in Finnish, Swedish, or English.
2. Worker Registration and Access Permit
A worksite permit application must be submitted for each individual, including all required documents.
- Register workforce at Zeroni.
- Worksite permits must be submitted:
- For Finnish workers: at least 7 days before work begins.
- For foreign workers: at least 14 days before work begins.
An approved worksite permit grants access rights to the factory.
Ensure your site contact is informed and approves the permit requests in time.
Each worker must collect their access badge in person. Identity verification and presentation of the company ID card are required upon collection.
Workforce Information Requirements
For Finnish workers:
1. First and last name, tax number, date of birth, phone number, contact person, nationality, employment type, subcontracting chain, company, and company contact.
2. Construction site ID card with photo, name, tax number, employer name, and business ID.
For foreign workers:
1. First and last name, Finnish tax number, date of birth, phone number, contact person, nationality, type of employment, subcontracting chain, company and company contact person
2. Address in the home country
3. Citizens of EU and EEA countries:
- Copy of passport or other travel document
- Certificate of pension and accident insurance coverage in the home country (A1) or proof of equivalent insurance taken out in Finland
